Found this on the blu-ray as well, first I've heard of him...
by the shape of his silhouette, I am guess he's one of the fallen's minions that land with him (the protoform looking guys)

Hmm..."The Plague". I wonder if that ends up being similar to what Ravage was originally suspected to be, a "mass attack" device against the humans.

I'm a bit "meh" on the Soundwave-reformatted-into-another-GM-truck idea.

it says combine form. Could be the Insecticons? looks promising. would've been great to see that Demolisher Leader sized. the Toys' R Us shipping guys would be like WHAT THE FUCK!?!

I'm glad you guys actually read what was underneath Soundwave,the others over at TFW are constantly saying it's just Satellite Soundwave.
The Plague sounds like an interesting set of characters,I wonder if we will be getting figures of them?
