So before you get ready to paint a figure, what are your steps to get ready?
I have been
1.cleaning the parts with dish soap and warm water.
2.Let them air dry
3.Priming with testors Grey Flat Prime
4.Air Brushing or Spray painting Enamle Paints
5.Hand paint the details.
6.Clear Coat
Is there something better to do? My paint sometimes can be scrathed off easy even when I wait a full day to dry.

The only suggestion I can make is to switch the testors to a Krylon Fusion or Rust-o-Leum for plastics. They are made to bond with plastic. Also.... 24 hours is not enough drying time for most primers/fusion. You need to wait at least a full week before even trying to transform/move a joint etc. It takes that long!! And after all of that..... there will still be areas that flake, chip, or scratch.

Without question.... read the label on the can as well. It even states 7 days for full dry time.

damn, i feel silly, after about 2 hours of priming figures, I start base coating them, lol.
I use some cheap spray paint from Wal Mart (98 cents a can), I use flat black as a primer, and it dries really really quick, and i can scratch and scratch the paint with my thumb, and it wont scratch off. Well, it probably would if I REALLLY tried.
