You're quick! But yeah, I think you can globally set all your auctions to refuse certain bidders according to preset parameters. Like no bidders with negative or less than 10 feedbacks, locations, etc.

I feel bad doing it, but I hate all he other things that come along with it. Paypal disputes and bullshit feedback :)
