If you want to get a more realistic fray along the edge of Hulk's 'skirt', make smaller and more frequent cuts along the edge, and then rub the cut edge between your thumb and forefinger. If you want to keep the material from fraying any further, mix water and white glue and apply to the edge with a brush. You may want to experiment a bit with this before you apply it to the final piece to get the desired effect.
